James oversees the regulation of estate agency work in the UK and the private rented sector in England and will offer insights into the latest regulatory developments that will affect the industry in 2022. Hear stories about agents who got it wrong so you can avoid making the same mistakes and steer clear of the team’s most wanted list.

Stephen McCarron
President Elect, NAEA Propertymark
Stephen has worked in the Northern Ireland property market for thirty years and been an active NAEA Propertymark member since he began. He started out with Nationwide Estate Agents and working his way up the ranks to eventually open his own agency Donnybrook Estate Agents in 1997.
Daryl McIntosh
Policy Manager, Propertymark
Daryl is a board member for the Property Ombudsman Scotland and Safe Deposits Scotland. He represents Propertymark at Government consultations and meetings to help us shape legislation for the benefit of our members. This also allows us to prepare our members for new and forthcoming legislation changes.
James Munro
Head of the National Trading Standards Estate and Letting Agency Team (NTSELAT)
James joined the Trading Standards profession in 1989 and spent many years as an operational Trading Standards Officer—he now leads the National Trading Standards Estate and Letting Agency Team (NTSELAT) and oversees the regulation of estate agency work in the UK and the private rented sector in England.
National Trading Standards works closely with the redress schemes, professional bodies and government, and the team is there to protect consumers and safeguard businesses in the property sector. James is a Chartered Trading Standards Practitioner, a qualified coach and mentor, and a regular speaker at industry events.
Michael Smith
Head of Qualifications, Propertymark
Michael joined Propertymark to head up its Awarding Body in June 2016. His career has focussed on education policy, assessment and the research and development of occupational and professional standards and skills solutions for a variety of industries and professions. He has held a variety of senior roles in organisations specialising in workforce and skills development and assessment and accreditation in the UK and overseas, having supported employers, employer organisations and other stakeholders through the development and delivery of professional qualifications and apprenticeships.
David Votta
President, ARLA Propertymark
David started his career in 2009 as a trainee lettings negotiator for a large independent estate agency in Kent. He moved onto Spicerhaart as a senior lettings branch manager before setting up his own agency in 2018.
David is a hands-on, frontline agent with ambitions to see the industry professionalised through regulation which he helps drive forward through his position as ARLA Propertymark President Elect. He shares Propertymark's belief that regulation will create a level playing field for all agents and see that housing standards are raised.
