The Renters' Rights Bill completed the Third Reading and Report Stage on Tuesday, 14 January 2025, and the House of Lords' Second Reading takes place on Tuesday, 4 February 2025.

In our continued quest to support property agents in adapting, Timothy Douglas, Propertymark's Head of Policy and Campaigns, Jan Hÿtch PPNAEA, FARLA, FNAVA, who heads up the Propertymark Helplines and Southern England Regional Executive Valerie Bannister PPARLA will outline what's happened, and Propertymark's ongoing lobbying and discussions with MHCLG as well as details of happens next.

Valerie Bannister

Regional Executive, ARLA Propertymark

Valerie Banniser is the Lettings Compliance Director at LSL Franchisor Group. She has 40 years of experience in the Private Rented Sector, starting back in the 1980s when Fair Rent Tenancies were still in existence. She began her career at an independent estate agency firm, which was acquired by General Accident in the 1980s and has remained in the corporate environment since. For the past 20 years, she has been actively involved with Propertymark, the Past-President of ARLA Propertymark and served two terms on the Propertymark Board. Valerie is currently the ARLA Propertymark Regional Executive for the Hampshire, Wiltshire and Isle of Wight area. She also won A Sunday Times award for Outstanding Contribution to the Lettings Industry and a Women in Agency Award.

Timothy Douglas

Head of Policy and Campaigns, Propertymark

Timothy joined Propertymark in July 2015 and leads on the organisation’s policy and campaigns activity across Westminster, the devolved parliaments, and local authorities. He authored Propertymark’s The Future of Renting position paper and wrote Propertymark’s best practice guidance to help agents operate during the pandemic. Timothy also created the policy proposals for the Leasehold: A Life Sentence research report.

Before Propertymark, Timothy worked as a political advisor in Westminster for a former Business Minister and Government Whip and spent a period of time as a Caseworker and Researcher for Members of the European Parliament.

Janine Hÿtch

Advisory Panel Member and Member Services Manager, Propertymark

Jan is an experienced practitioner in the residential lettings industry with a career spanning over 30 years. She served as a Partner at Norfolk-based Arnolds Keys and led their residential lettings division for many years, contributing significantly to the firm's success.

Holding prominent roles within Propertymark, including a former President and Board member, and now an NAEA Propertymark Advisory Panel Member, Jan continues to contribute to the industry improvement through her educational and advisory/regulatory consultancy roles. More recently, she was instrumental in setting up the Propertymark member helplines and manages member services.
