Mr. Garry Quinn and Mr Paul Quinn

A Disciplinary Tribunal of Propertymark was convened on 23 October 2025 to consider the case against Mr Garry Quinn and Mr Paul Quinn, Formerly Directors of Oakfield Property Agents Limited.

The Panel members were Mr Richard Hair PPNAEA (Honoured) (Retd)(member panellist acting as the Chairperson for the Tribunal), Mrs Carol Brady (lay panellist); and Noel Hunter OBE (lay panellist).

The presenting Case Officer for Propertymark was Mr Ali Haider. Both Mr Garry Quinn and Mr Paul Quin attended the meeting online via Zoom.

The Hearing took place in private and was recorded.

Allegations

The Tribunal considered the allegations set out in the case summary sent to Mr Garry Quinn and Mr Paul Quinn.

It was alleged that the former members had acted in contravention of the requirements of the following Propertymark Conduct and Membership Rules.

  • Conduct Rule 13: General duty to uphold high standards of ethical and professional behaviour
  • Conduct Rule 14: Duty to Assist in Disciplinary Proceedings
  • Conduct Rule 23: Continuing professional development (CPD) rules

Decision

Mr Garry Quinn and Paul Quinn entered a plea denying the alleged breaches of Rules 13.1.2, 14 and 23.

After consideration of the evidence and presentation from all parties, the Tribunal announced the following findings:

  • Conduct Rule 13: Proven
  • Conduct Rule 14: Proven
  • Conduct Rule 23: Proven

Sanctions

  • Conduct Rule 13: Formal Warning (each)
  • Conduct Rule 14: Formal Warning (each)
  • Conduct Rule 23: £50 (each)

Additionally, the costs of this Hearing of £585 (total) were imposed against Mr Garry Quinn and Mr Paul Quinn in favour of Propertymark.

Closing Statement

The Tribunal made the following statement:

'We always encourage our members to comply with our Disciplinary Procedures, as this reduces the stress, inconvenience and costs. We also note that both gentlemen have now left the industry.'
