Allegations
The Tribunal considered the allegations set out in the case summary sent to our members.
It was alleged that they had acted in contravention of the requirements of the following Propertymark Conduct and Membership Rules.
- Conduct Rule 13: General duty to uphold high standards of ethical and professional behaviour
- 13.1.3. In any other way brings Propertymark or any of its divisions or subsidiaries into disrepute.
- Conduct Rule 14: Duty to assist in Disciplinary Proceedings
- Conduct Rule 21: Continuing Professional Development (CPD)

The Tribunal considered the submissions from the Case Officer and the bundle of evidence and after deliberation came to the following findings:
- Conduct Rule 13.1.3: Proven
- Conduct Rule 14: Proven
- Conduct Rule 21: Proven
Sanctions
- Conduct Rule 13.1.3: £500
- Conduct Rule 14: £400
- Conduct Rule 21: £200
In addition, the costs of this hearing of £457 were imposed against Mr Schlagman in favour of Propertymark.
Closing Statement
The Tribunal made the following statement:
'We are disappointed that Mr Schlagman did not attend today’s hearing and has not, at times, responded or cooperated with our disciplinary procedure.'
