Bill Butler
Bill Butler

Non-Executive Chair, Propertymark

Bill is also Chair of Public Sector Audit Appointments Limited (PSAA), the body responsible for appointing auditors to English local authorities. He has held a number of non-executive roles including at The Law Society and Coventry and Warwickshire Integrated Care Board. He was previously Chief Executive of the UK private security regulator, the Security Industry Authority, and held senior roles at the Gambling, Healthcare, and Audit Commissions.

CEO, Propertymark

Nathan is CEO of Propertymark and a member of NAEA Propertymark, ARLA Propertymark, and NAEA Commercial. He has significant experience in agency, as well as working as a consultant with a variety of clients. 

David Votta
David Votta

Board Member, Propertymark

David started his career in 2009 as a trainee lettings negotiator for a large independent estate agency in Kent. He moved onto Spicerhaart as a senior lettings branch manager before setting up his own agency in 2018. David is a hands-on, frontline agent with ambitions to see the industry professionalised through regulation. He shares our belief that this will create a level playing field for all agents and see that housing standards are raised.

Grace brings skills in law, compliance, training, lettings and strategic decision making to her role on the Propertymark Board. She has worked in property agency for 20 years, progressing from a role as a negotiator to commercial, compliance and operations director positions, and is now keen to help guide Propertymark in the positive changes it is making as industry continues to evolve.

Allison Thompson
Allison Thompson

Board member, Propertymark

Allison has over 30 years’ experience in the Lettings industry, with 15 years in a leadership role including at Board level. Building her career in the sector, Allison now leads the Lettings Senior Leadership team in the Leaders Romans Group with key experience in strategic business plan execution, budget management and results delivery.

Michael Sears

Board Member, Propertymark

Michael has been Managing Director of Sealeys Walker Jarvis in Gravesend since 1993, which is a multi-disciplined firm, dealing with residential and commercial sales, lettings and auctions. He also holds home inspector and domestic and commercial energy assessor status, together with his Propertymark Qualifications Award.

Stephen has worked in the Northern Ireland property market for thirty years and been an active NAEA Propertymark member since he began. He started out with Nationwide Estate Agents and working his way up the ranks to eventually open his own agency Donnybrook Estate Agents in 1997.

Richard Worrall
Richard Worrall

Board Member

Richard has been successfully selling property since 1986. He joined the National Association of Estate Agents in 1990, becoming a Fellow in 2004. He is also the immediate Past President of NAVA Propertymark and an Ambassador for the Propertymark Trust.  He describes it as an honour and a privilege to represent the NAEA Propertymark membership on the Board.

Paul is a highly experienced Non-Executive Director and Chair with CFO experience in the technology, retail, professional body and service sectors.

Nicola Wood
Nicola Wood

Non-Executive Director, Propertymark

Nicola has 15 years of experience as a Non-Executive Director and runs a consultancy providing high level strategic governance and key personnel advice. She has worked with numerous remuneration, nomination and people committees and chairs our remuneration committee. Prior to setting up her consultancy she was a solicitor and was appointed MBE for services to regulation.

Non-Executive Director, Propertymark

Andy, is also Non-executive Chair of Astro Lighting CSCS Cards, the card issuing company of the construction industry certification scheme,  an independent Trustee for the University of Buckingham as well as running a consultancy working with business owners to deliver strategic growth. He is a Fellow of the Institute of chartered Accountants in England & Wales and has been serving as a board director across different companies for over 25 years.

Propertymark Regulatory Board

Propertymark is introducing a new independent Regulatory Board as part of its commitment to strengthen professionalism, transparency and public trust across the property sector.

The Regulatory Board will operate separately from Propertymark’s representative functions. Its role is to oversee professional standards, regulatory policy and disciplinary frameworks, ensuring that regulation is fair, independent and focused on the public interest.

This new structure reinforces Propertymark’s long-standing commitment to high standards and accountability in property agency and aligns its regulatory approach with best practice across other professional sectors.

Melanie Carter chairs Regulatory Board

The Regulatory Board will be chaired by Melanie Carter, a highly respected specialist in professional regulation.

Melanie is a Partner and Head of Regulation at Stone King LLP and is widely recognised as a leading authority in professional discipline and regulatory governance.

Her career includes senior in-house regulatory roles, private practice advising professional regulators and members, and more than 20 years’ experience as a Judge. She is listed in the Legal 500 Hall of Fame for professional discipline.

Recruiting Regulatory Board Members

Propertymark is now recruiting independent Regulatory Board Members to support and oversee its regulatory framework.

These roles offer an opportunity to play a meaningful part in independent regulation that protects consumers and upholds high professional standards across the property sector. We are keen to hear from individuals with experience in regulation, governance, compliance, law, ethics or professional standards, who can bring independent judgement and constructive challenge.

Member Representatives (Co-opted Professional Members)

Propertymark is also recruiting Member Representatives, known as Co-opted Professional Members, to support the work of the Regulatory Board.

These voluntary roles provide expert advice and professional insight to help ensure regulation is fair, transparent and focused on the public interest. Co-opted Professional Members are not voting Board members, but play a vital role in strengthening the Board’s decision-making and governance.

We are keen to hear from Propertymark members with recognised professional standing, experience of governance or regulation, and the confidence to provide constructive challenge while upholding high ethical standards.
