Stay ahead of trends shaping the PRS: Fresh insights from TDS research

With phase one of the Renters’ Rights Act now in force, this session will explore emerging market trends and compliance risks in the private rented sector.

Dr Jennifer Harris, Head of Policy, Research and Social Impact at the TDS Charitable Foundation, will share findings from the 2026 Voice of the Tenant and Voice of the Landlord surveys, based on responses from more than 2,000 tenants and 2,000 landlords across the UK.

Aimed at letting agents, the session will highlight what the latest evidence means in practice, including awareness of the Act, landlord behaviours that may increase compliance risk, and how agents can support both landlords and tenants to navigate the new framework with confidence.

Dr Jennifer Harris is Head of Policy, Research and Social Impact at TDS, where she leads a department that supports an impartial and evidence-based approach towards improving standards in the private rented sector.

Jennifer oversees a range of research projects to explore issues relating to the private rented sector. This includes a nationally representative ‘Voice of the Tenant’ and ‘Voice of the Landlord survey’, conducted annually.

Jennifer leads the TDS Charitable Foundation, which funds resources for tenants, landlords and letting agents including the "My Housing Issue" Gateway that helps both private and social rented tenants to understand their rights and access redress to their housing problems. The charity is also leading innovative homelessness partnerships, including with Crisis and DENS, which aim to improve access to the private rented sector for people experiencing homelessness. 

Jennifer holds a PhD from the University of Bristol Law School. Prior to joining The Dispute Service, she led the Raising Standards in the UK Private Rented Sector research programme within the UK Collaborative Centre for Housing Evidence (CaCHE) and also worked as the Research Manager at the national organisation Homeless Link.
