Welsh Parliament elections – what are the parties saying on housing?

With the campaign in full swing, all the major parties are now publishing their manifestos, setting out their plans for the next five years.

Elections to the Welsh Parliament take place on Thursday, 7 May 2026. These elections are significant because constituencies (or electoral areas) where people vote to choose their political representatives are all new. This means 16 constituencies for the upcoming election. 

The Propertymark Policy and Campaigns Team will provide a run-down of party manifestos and what they mean for property agents.

Timothy Douglas

Head of Policy and Campaigns, Propertymark

Timothy joined Propertymark in July 2015 and leads on the organisation’s policy and campaigns activity across Westminster, the devolved parliaments, and local authorities. He authored Propertymark’s The Future of Renting position paper and wrote Propertymark’s best practice guidance to help agents operate during the pandemic. Timothy also created the policy proposals for the Leasehold: A Life Sentence research report.

Before Propertymark, Timothy worked as a political advisor in Westminster for a former Business Minister and Government Whip and spent a period of time as a Caseworker and Researcher for Members of the European Parliament.

Henry Griffith

Senior Policy and Campaigns Officer, Propertymark

Henry joined Propertymark in April 2022 after having previously worked as the policy and research coordinator for a large Education Group. He supports members by digesting legislation and government policy to consider how this will impact the sector. On top of this, Henry currently attends and represents Propertymark at a number of government and industry working groups.   

Tim Thomas

Senior Policy and Campaigns Officer, Propertymark

Tim is leading on Welsh policy for the Private Rented Sector. Prior to joining the Propertymark team, Tim amassed over fifteen years’ experience working in policy and research roles including roles with several Welsh local authorities, third sector organisations and more recently was the Campaigns and Public Affairs Officer at the National Residential Landlords Association.
