Fixed fees could simplify property ownership changes

HM Land Registry (HMLR) is consulting on a restructured fee model in England and Wales aimed at reducing calculation errors and avoidable delays as part of a wider drive for more efficient public services. The proposals would leave some customers paying more and others less.

What would change?

The proposals focus on ‘Scale 2’ fees, which can require calculations involving property value, equity or borrowing. HMLR proposes two fixed charges:

Registration service

Proposed fee range

Ownership changes covered by Scale 2, such as transferring inherited property or adding a partner without payment

£40–£110

Registering or transferring a mortgage separately from an ownership transaction

£25–£55

The final amounts have not been decided. The same fee would apply regardless of property value.

Members can read the consultation and respond by 22 December 2026.

Simpler does not always mean cheaper

HMLR’s example of adding a partner to ownership currently attracts a £30 fee. Under the proposed range, this would increase.

Fixed fees aim to reduce errors, requests for further information and manual checks, supporting more automated processing.

Would fees for buying a home change?

No change to ordinary purchase fees, known as ‘Scale 1’, is proposed at this stage. HMLR is seeking early views on fixed fees for these transactions. Any future changes would require further policy development and consultation.

Wider changes to HMLR services

The Land Registry is consulting separately on widening access to land ownership information with new datasets, free access to some information, and safeguards to protect individuals.
